Effective February 1, 2024, in accordance with the relevant provisions of the Regulations of the Peoples Republic of China on the Control of Chemicals and its implementing rules, China will optimize regulatory measures for certain low-concentration triethanolamine mixture products.import and exportThe implementation of this new policy marks a significant step forward in Chinas management of controlled chemical imports and exports, aiming to enhance administrative efficiency while ensuring national security and the fulfillment of international responsibilities.
Under this policy, consumer goods such as non-medical disinfectants, synthetic detergent powders,Cosmetics & Personal Careinks, etc., containing lower concentrations of triethanolamine, will no longer be classified as controlled items under the triethanolamine (Customs Commodity Code 2922150000) and triethanolamine mixtures (Customs Commodity Code 3824999950) in the Dual-Use Items and Technologies Import and Export License Control Directory due to their controllable proliferation risks. This means that enterprises involved in the import and export of these goods will no longer need to undergo the approval process for controlled chemicals or obtain dual-use item import and export licenses, significantly reducing administrative burdens and operational costs.
The implementation of this new regulation is of great significance for promoting international trade in related industries. First, it simplifies import and export procedures, enabling enterprises to participate more easily in international market competition. Second, the policy reflects the governments compliance with international trade rules and its commitment to international security responsibilities, enhancing global trust in Chinas chemical products.
During implementation, if any issues arise, relevant enterprises and institutions must promptly report them to the National Office for the Implementation of the Chemical Weapons Convention. This requirement ensures that regulatory measures can be dynamically adjusted based on actual conditions, guaranteeing the policys effectiveness and applicability.
This new decision by the General Administration of Customs, by reducing administrative barriers and simplifying procedures, is creating a more favorable business environment for domestic enterprises while actively fulfilling international obligations to ensure the safe and compliant use of chemicals.
